RAJBHASHA IMPLEMENTATION

  June - 2014 Implementation                                                  

PREFACE :

 Vijayawada Division is one of the very vital division of Indian Railways connecting South to North and South to East.It is also the busiest division of South Central Railway. It is a matter of great satisfaction and pride that despite so many odds, the Division has been successful in achieving the targets in various fields of its operation.So is the case in regard to the Implementation of Official Language Hindi.


        According to the linguistic categorization, Vijayawadadivision comes under ' C ' Region.Many steps have been taken to speed up the use and propagation of Official Language.In order to implement various provisions of Official Language Act and Rules made there under, a Hindi cell was formed in 1972.This cell is functioning under the charge of N.S.R. Prasad, Additional Divisional Railway Manager/Vijayawada, who is also the Additional MukhyaRajbhashaAdhikari.

  The following are the salient features of Rajbhasha Implementation on the Division:-

 1.0HINDITRAINING :-

All the Officers and staff have been trained in Hindi.

 

All the Typists/Stenos have been trained in Hindi typing/Hindi Stenography respectively.

2.0HINDITRANSLATION :-

Under Section 3(3) of the Official Language Act 1963, certain documents of specific nature like General Orders(Circulars, Memoranda, Instructions etc.) Rules, Notifications, Tender Notices, Contracts/Agreements etc., should be issued in bilingual i.e., in Hindi-English simultaneously.With the available staff for translation work, the division has achieved 100 % target.

 3.0HINDIIMPLEMENTATION :-

 

3.1RajbhashaImplementation Committees :-

 

In addition to the Divisional Rajbhasha Implementation Committee, there are at present 16 more Sub-committees functioning at various stations and sheds.The Quarterly Meetings of all these Committees are conducted quite regularly.In these meetings progressive use of Hindi within their jurisdiction is reviewed and future line of action is decided.

3.2HindiLibraries :-

There are 12Hindi Libraries having Reading Room facility on this division.Number of Hindi Magazines are also purchased every month for the use of members of these Libraries. The Jayanthis of famous writers are also being conducted time-to-time, so as to encourage Railway employees to make more use of the Hindi Libraries.

3.3Announcements :-

For the convenience of passengers, announcements regarding arrival/ departure of trains are done in Telugu-Hindi and English.

3.4DepartmentalExaminations :-

All the question papers for departmental selections are issued in Hindi and English.At the same time examinees are given option to write their answers either in Hindi or English.They are also permitted to reply in Hindi in the interviews.

3.5TechnicalSeminarsin Hindi :-

With a view to creating a conducive and inspiring atmosphere for the implementation of the Official Language and to bring Hindi into the main stream of Railways, Technical Seminars are conducted regularly in the Division.

 


3.6HindiWorkshops:-

In order to augment the strength of staff, who can use Hindi in their day-to-day working, Hindi workshops are conducted on this division.In addition, special Hindi Campaigns/Table trainings are being organized by Hindi Organization for the benefit of line staff.

Help literature has been prepared and supplied to the staff under various categories after conducting Hindi workshops for them.

Templates of routine work are prepared and supplied to the respective branches.

3.7.Incentive Schemes for doing official work in Hindi :-

Different Incentive Schemes like Railway Board's Individual Cash Awards, General Manager's Cash Awards, Home Ministry's Awards, DRM's Awards are given on this division to encourage the staff in doing maximum work in Hindi in their Official work. 

3.8.Hindi Competitions and Cultural Activities :-

To create an enthusiastic atmosphere and to sustain the same, Hindi Day and Hindi Week are celebrated every year at Divisional level.During the celebrations, Hindi Essay/Elocution/Noting-drafting, Hindi Anthakshari competitions are conducted.
