SAFETY ORAGANIZATION


Formation of safety organization:

The Safety Organization was created in Indian Railway arising out of the recommendations in reports of Inquiries into Serious Train Accidents by Kunzru and Sikri Committees. Initially the Safety Organization was functioning as one of the wings of Operating department.  Based on the recommendations of Justice Khanna Committee (Railway Safety Review Committee), a broad-based Safety department was set up with Officers and staff drawn from all disciplines concerned with safety in train operations, viz. Operating, Engineering, Mechanical, Electrical and Signal & Telecommunication departments manning the posts.

Role of safety organization:

·    To sensitize all safety category / train passing staff in Safety related issues

·    To identify Safety related Susceptibilities and Vulnerable locations where infringing safety

·    To have effective emergency response mechanism to handle situations arising out of untoward incidents

·    To enable the concerned departments to Deliver the required assistance during emergency

·    To adhere to the golden hour concept to rescue the trapped/ injured during accidents

·    To create safety consciousness among the staff through suitable counseling

·    To issue literature and update the knowledge of field staff

·    To fix the responsibilities of erring staff and correct them to avoid recurrence.

AIM of safety organisation:-

To achieve ‘Zero’ accidents on Indian railways duly keeping eagle eye on the train operations.

Safety Organization of GTL division is concentrating on the areas where attention is required and working on the issues to improve safety without hampering train operations. Moving nuke and corner of the Division to identify the shortfalls and to rectify them as and when noticed through the respective departments. The staff knowledge is being updated on the changes/modifications/ amendments in their day to day working through Safety circulars, Rule of the month, Fly leaf, Accidents Newsletters, conducting Safety Seminars, safety drives,and during inspections.

The alertness of staff on duty being monitored on daily basis by conducting night surprise inspections and ambush checks by officers and supervisors to avoid sleeping on duty, short cuts etc thus ensuring safety.

Though with all our efforts accidents are still happening due to the negligence of road users which are out of our control. The safety organization with available infrastructure conducting safety campaigns at various locations and educating the public/ villagers on motor vehicle act duly distributing Pamphlets, posters, natakas, cinema slides, through local networks etc.

Organization Structure:

At the Divisional level Safety Organization is headed by Sr.Divisional Safety Officers. Supervisory level staffs from all concerned departments are available for providing assistance at Divisional level.

T.No.17401 Exp ran in to a tractor trailer at UMLC No.31 between RCG-KHT on24.02.12.With the result TE No.21352 front cab totally crushed and coach No. SCGS 98518 rear trolley rear wheel got derailed.

Due to over loading of the trailerby the Driver of Tractor No.AP 03 AM 0996 which made it unsafe and resulted in the over loaded trailer obstructingthe Down line track at the unmanned level crossing in the face of an approaching train.

·On 19.012.11 a Nukad Nataka was played in Co-ordination with Scouts and Guides at NLA village on precautions to be taken at UMLCs.

Innovations:

·Provided location boxes on either ends of the stations for keeping safety items like safety chains, skids and padlocks so as to facilitate the station staff to secure the formations stabled at their stations.

·Provided a very good quality Disaster Management Boards to all stations duly displaying the important contact numbers of 21 different agencies to be contacted during emergencies.

·Provided Stop Boards at 13 halt stations of GTL division so as to facilitate the crew for stopping the trains without any hitch and confusion.

·Renovated and kept office clean and neat in a corporate manner in order to have a fresh conducive working atmosphere for the staff. For this improvement “Best Kept Office Shield” was received for the year 2010-11.
