Welcome Address of GM for Flagging offFunction on 28/05/2013:

On behalf of South Central Railway, I heartily welcome all of you on the happy occasion of inauguration of another set of new trains from the twin cities…..from Secunderabad to Shalimar and from Kacheguda to Madurai. It is our privilege that we have Sri Kotla Jaya Surya Prakash Reddy garu, Hon'ble Minister of State for Railways and Shri Anjan Kumar Yadav garu, Hon'ble Member of Parliament, Secunderabad with us today to flag off these trains. We are grateful to all the distinguished dignitaries on the Dias for sparing their valuable time to attend this function.

South Central Railway, a ‘Sun-Rise’ Zone of Indian Railways, has seen rapid growth in its infrastructure, traffic volume and earnings in the recent past. I am happy to share with you that SCR, which loads more than 110 million tons of freight per annum and carries more than 1 million originating passengers per day, has crossed another milestone…..of grossing more than `10,000 Crs. in a financial year…., last fiscal. I wish to add here that our stress is not on merely achieving records, but also on keeping focus on our valued customers and providing a qualitative service.

Railways being an economical and convenient mode of public transport, demands for expansion of its network and services arise continuously. Though we have accelerated the pace of execution of new works –with around 300 kms of new lines and 140 ROB/RUBs completed in the last 3 years, we still have a large shelf of ongoing projects with limited resources spread over them. However, the progress of the prioritized projects is being closely tracked for their expeditious completion. We are thankful to the Hon’ble Chief Minister and the Government of Andhra Pradesh for sharing the cost of some of the Projects and also extending necessary support for the growth of Railways in this area.

It is heartening to note that SCR has got a large chunk of new trains announced in successive Rail Budgets in recent years. While 46 Express trains– 26 originating and 20 pass through – were introduced on SCR in the last 2 years, 23 more new trains were allotted to us in the last Budget. This shows the importance given to this Zone by the Railway Ministry and more so, reflects the initiative and efforts of our Hon’ble MSR, ShriKotla Jaya Surya Prakash Reddy garu. We will commence the operation of the newly budgeted trains in a phased manner.

Keeping in view the Rail travel needs of the passengers from twin cities, several new trains have been started from here….to Bellampalli, Tirupati, Kakinada, Vishakapatnam, Nagpur, Porbandar, Darbhanga, Ajmer and Jaipur….. in the last few months. Today, we are providing two more new trains - to Shalimar and Madurai.I am sure these Services fulfill the long cherished demand of the people from this region to enhance Rail connectivity to Kolkata and Madurai.

There is good news for the city commuters on the expansion of MMTS under Phase - II . Tenders have already been invited by Rail Vikas Nigam Limited, for works worth ` 360 crs simultaneously in 3 packages. The bids are slated to beopened on 14th June, 2013 for evaluation. We are hopeful of commencing the field works by August, after finalizing the agencies.

Safety and security of passengers is of paramount importance in our working. As Majority of the accidents on our Zone occurs at unmanned level crossings, we have already taken steps to eliminate them by 2016. As our policy is to progressively close down all the unmanned level crossings, no request for opening of a new level crossing or to continue on existing crossing will be considered from any quarter. However, till such time, exercising proper caution by the road users is very critical for safety at level crossings.

The Security apparatus in Railway premises is being constantly strengthened through surveillance cameras and deployment of RPF staff at sensitive stations and on identified trains etc.

It is our earnest resolve to make our services passenger friendly and the rail journey comfortable. Some of the measures taken in this direction include mechanized cleaning of coaches and stations; on Board Housekeeping Services in 35 trains; induction of 250 eco friendly Bio-toilets and provision of quality linen through modern mechanized laundries. We have recently started supplying blankets fully packed with a separate bed sheet cover for enhanced convenience. We request the passengers to complement our efforts in maintaining cleanliness and not to litter or soil the Railway premises. We have launched an intensive cleanliness drive across the Zone and so far collected ` 19 lakhs as penalty in 9500 cases of violation of guidelines on cleanliness. Towards providing hygienic and qualitative catering services, modern catering outlets and base kitchens are being set up in a big way at key Stations. A toll free 24x7 catering help line has also been established to promptly attend catering related complaints from passengers.

We are strongly committed to eliminate the menace of touting/middlemen in Railway reservation ticketing area. Close watch is being kept on the activity at major reservation counters through surveillance cameras also. While 175 touts were prosecuted last year, 67 have so far been apprehended this year as a result of our focused checks. In the last fiscal, we detected 23 lakh cases of ticketless/irregular travel and realized penal charges of` 75 Crs. from the erring passengers on the Zone. In the interest of a comfortable and secure travel to bonafied passengers, we continue to take stringent action against ticketless travel through intensified special drives.

Thrust is being given to upgrade the passenger amenity infrastructure at Stations. While ` 88 Crs. have been spent last year, ` 125 Crs. have been allotted this year for improving passenger amenities on SCR. At the three prestigious terminals in twin cities - Secunderabad, Hyderabad and Kacheguda, ` 35 Crs. have been spent in the recent past towards modernizing various facilities to passengers. In addition, amenity works worth ` 29 Crs. are also under active progress at these Stations.

Honoring the demand from passengers, we have embarked up on providing Lifts and Escalators in a big way at all major Stations on SCR. We have so far made available 22 Lifts and 7 Escalators at 12 Stations. Works are under progress for 13 more Lifts and 25 Escalators at 12 Stations. In addition, we have recently got new sanction for 21 more Lifts and 17 Escalators also. We are taking up these works on priority, and aim to complete them in the earliest possible time. While 5 Escalators have so far been put into service here at Secunderabad,2 more Escalators and 2 Lifts at this Station and3 Escalators and 2 Lifts at Kacheguda will also be commissioned soon.

I take this opportunity to express our gratitude to Shri Kotla Jaya Surya Prakash Reddy garu, Hon'ble Minister of State for Railways for his guidance and support being given to us in all our endeavors towards development of Railways on SCR.

I once again convey my appreciation to all our esteemed guests on the Dias for having graced this occasion. Last but not the least , I thank all the Public and Media Personnel for being with us here today to encourage us in our efforts to provide improved Rail services.

Thank you one and all !
